    * PROBLEM DESCRIPTION: Messaging engine restart can cause *
    * the expired message processing to *
    * fail so expired messages cannot be *
    *                      removed.                                *
    ****************************************************************
    * RECOMMENDATION:                                              *
    ****************************************************************
    Messaging engine restart causes message references within the
    expirer to become incorrect. The expirer then attempts to
    remove messages for which it no longer has valid references,
    so the expired messages remain within the message store and
    cannot be removed.
