WebSphere Liberty users that enable Java 2 security may see
AccessControlExceptions from the AppClassLoader or
JarResourceEntry classes that ship with Liberty.  This code does
not currently handle Java 2 security permissions correctly.

Problem conclusion

The fix for this APAR provides sufficient permissions for the
kernel and classloading code to perform their function without
throwing an AccessControlException.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.3.  Please refer to the Recommended Updates page for
