Closed as program error.
Error description
In Websphere Application Server 8.5.5.11 it is possible that expired SIB messages might not be deleted after a Messaging Engine failure. This may lead to a situation in which the queue depth will show a wrong message queue depth and also the messages maybe can not be deleted anymore
Local fix
You can fix the problem temporary by restarting all messaging engine servers.

Problem conclusion
