A Liberty administrator has no way to direct the SAML Single
Sign-On feature to always use the configured target URL instead
of using the URL sent by the IdP in the RelayState parameter.
Administrators migrating from WebSphere traditional may need the
ability to do this.

Problem conclusion

The SAML Web Single Sign-On feature is updated to add the
following property:

useRelayStateForTarget

When doing IdP-initiated SSO, this property specifies if the
relayState in a SAMLResponse should be used as the target URL.
If set to false, the value for targetPageUrl is always used as
the target URL.
The default vaule for useRelayStateForTarget is true.

If useRelayStateForTarget is set to false, the targetPageUrl
property must be set to a valid url.

The fix for this APAR is currently targeted for inclusion in fix
pack 18.0.0.1.  Please refer to the Recommended Updates page for
