batchManager help listJobs

--createTime=[createTime]
The create time filter applied to the job instance records.
For example:
--createTime=2015-09-10:2015-09-27 returns records between
2015-09-10 and 2015-09-27.
--createTime=">3d" returns records greater than or equal to
3 days ago UTC.
--createTime="<3d" returns records less than or equal to 3
days ago UTC.
--createTime=2015-09-15 returns all records on 2015-09-15.
If --page and --pageSize not specified, a default of 50 max

records are returned.  Whenever specifiying createTime=>Xd
or createTime<Xd the date will be calculated on the
dispatcher
server in UTC time.

The help text for batchManager --listJobs includes the following
lines:

--createTime=">3d" returns records greater than or equal to
3 days ago UTC.
--createTime="<3d" returns records less than or equal to 3
days ago UTC.

In this context, it is not clear what "greater than/less than or
equal to 3 days ago" means when referencing the job creation
time. Users have expressed confusion at this wording and often
the actual results returned by the search do not match their
expectations.

Problem conclusion

The confusing help text has been updated to be more clear about
what these filters do:

--createTime=">3d" returns records that were created 3 days ago
UTC or
  later (the creation date is greater than or equal to the date
3 days ago).
--createTime="<3d" returns records that were created 3 days ago
UTC or
  earlier (the creation date is less than or equal to the date 3
days ago).

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.4.  Please refer to the Recommended Updates page for
