• Closed as program error.

Error description

• ActivityPublisher can move between DMGR and NodeAgent, if
  ActivityPublisher is deactivated, NullPointerException
  occurs.
  This exception is confusing but does not affect function.
  This APAR is to correct the output.
  

Local fix

  A null pointer exception is logged in SystemOut.log when
  ActivityPublisher is being shutdown.  This exception doesn't
  cause any operational issues because this exception happens
  when
  another instance of the ActivityPublisher is active in dmgr or
  one of the node agents.
  

Problem conclusion

• The code was updated to gracefully handle the case where an
  Activity Publisher is starting while another Activity Publisher
  is shutting down
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.13.  Please refer to the Recommended Updates page for
