Error description

• When a server is started as a started task on z/OS, the
  command
  port is disabled by default.  This means that all
  administration
  from the command line server script is disabled.  With this
  start method, a command port is only enabled/assigned if
  explicitly set in the bootstrap properties file.
  
  When starting as a USS process from the command line server
  script, a command port is enabled by default and either set
  to
  an ephemeral port or a port specified in the bootstrap
  properties file.
  
  The command line client script is able to detect if a
  command
  port has been enabled by checking the server's .workarea for
  a
  file containing the command port.  If no file is found, or
  no
  port is specified, the command port is assumed to be
  disabled.
  With this, we should be able to detect if a command port is
  available when a pause/resume request is issued and display
  a
  more appropriate message.  Please note, however, that no
  message
  in the server logs will be logged since no code can be
  driven in
  the server without a command port.
