  During application server startup the transaction service tests
  whether the application server is running as part of a mixed
  version cluster containing pre-version 7 application servers.
  A timing window meant that this test may fail and the
  resulting error caused the application server startup to fail
  with a WSVR0009E message of the form:

Problem conclusion

• The transaction service's isClusterMixedVersion test was
  modified to handle the situation where the administrative
  commands failed due to initialization sequencing by handling
  the exceptions and retrying the commands.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 8.5.5.16 and 9.0.5.1.  Please refer to the
