    * RECOMMENDATION:                                              *
    ****************************************************************
    The elements in ibm-web-ext.xml are defined as a sequence.
    Meaning the order matters. However, the WebSphere
    Application Server code which writes the ibm-web-ext.xml file
    writes the context-root element in the wrong position. This
    can cause the application to function improperly. The
    application is only affected if it has a
    pre-existing context-root defined in the ibm-web-ext.xml file.
    The problem has existed in the WebSphere Application Server
    since 2008, and was not reported until 2018, which indicates
    that few applications are likely affected.

Problem conclusion

  • The code has been updated to include the context-root element
    in the correct position.

    The fix for this APAR is currently targeted for inclusion in
    fix pack 8.5.5.15 and 9.0.0.9. Please refer to the Recommended
