PK68038: PORTING OF V5.1 APARS PK06778 AND PQ99695 TO V6.1

Error description

Customer is experiencing issues fixed as part of APARs PK06778
and PQ99695 in V5.1 of WebSphere Application Server.  These
fixes are missing in V6.1 and hence the code needs to be ported.

This APAR will port the above code fixes from V5.1 to V6.1.

wasservice does not restart WebSphere Application Server under
certain conditions and can exhibit incorrect behavior when
multiple processes are started and stopped using the service.

Problem conclusion

There were apars from previous releases which had not been
ported to V6.1. These apars were ported and correct the issues
described in the problem summary.

The fix for this APAR is currently targeted for inclusion in
fix pack 6.1.0.21
