Error description

If there is an exception during startup SIBLinks and MQLinks
can be incorrectly marked for deletion and potentially lose
messages. This can also cause the messaging engine (ME) to fail
to start with the following error:
CWSID0034E: Messaging engine <ME_NAME> cannot be started: caught
exception thrown by com.ibm.ws.sib.admin.impl.JsMQLinkImpl
start()
The following FFDC is generated:
Exception = java.lang.NullPointerException
Source = com.ibm.ws.sib.processor.impl.DestinationManager.

Local fix

"Messaging engine failed to start with the following error:
CWSID0034E: Messaging engine <ME_NAME> cannot be started: caught
exception thrown by com.ibm.ws.sib.admin.impl.JsMQLinkImpl
start()
This occurred after the following FFDCs were logged during an
attempt to restart the ME:
Exception = java.lang.NullPointerException
Source = com.ibm.ws.sib.processor.impl.DestinationManager.
                             createDestinationLocalization

Problem summary

*                      load or create the SIBLink or MQLInk    *
*                      resources on startup and incorrectly    *
*                      put these resources into a              *
*                      'toBeDeleted' state. This caused        *
*                      messages on these links to be deleted.  *

When the Messaging Engine attempts to start it tried to
create the SIB (or MQ) link according to the configuration.
If a problem occurred during this period then the Link was
incorrectly placed in a 'toBeDeleted' state. This could cause
a Null Pointer Exception to be thrown later during startup
which ultimately caused the messaging engine to fail to start.
The messages on the link would also have been deleted.

This APAR now correctly puts a link into 'corrupt' state if a
problem occurs and the messages are not deleted. The following
message is likely to be seen when in this state:

CWSIP0054E: The WebSphere MQ link with name {0} and UUID {1}
is corrupt

If you apply this APAR and you still see a CWSIP0054E error,
after you have resolved the underlying problem which resulted
in the corrupt link, a restart of the messaging engine will
allow it to move out of corrupt state and allow the messaging
engine to start.

Problem conclusion

This APAR allows links to go into corrupt state which
preserves any messages that were held on the link. It does not
address the underlying problem which caused the link to go
into corrupt state, this still needs to be resolved separately.

The fix for this APAR is currently targeted for inclusion in
fixpack 6.0.2.33, 6.1.0.23 and 7.0.0.1.  Please refer to the
