Error description

High availability manager: cluster members may drop half the
messages they receive. Presumably this has the potential for
communicating parties to become "desynchronized" because the
receiver will only ever process half the expected number of
messages.

The Core Group Bridge Service (CGBS) makes use of HA Manager
code to send messages between various processes.
There is a path in this code where under extreme timing
conditions the messages would need to be queued.  This path
had a coding error in the loop that processes the queued
messages.  The loop terminated early when only half of the
queued messages had been processed.

The problem is only possible in a topology consisting of
multiple core groups with core group bridges configured.  In
addition, the timing conditions required to encounter the
problem are unlikely in practice. Typically, no Core Group
Bridge Service messages are queued and the problem will not be
encountered.

Problem conclusion

The code has been changed so that the loop used to process
queued Core Group Bridge Service messages will correctly
process all messages on the queue.

The fix for this APAR is currently targeted for inclusion in
fixpack 6.0.2.33, 6.1.0.23, and 7.0.0.1.  Please refer to the
