Error description

After a running server is migrated, it cannot be successfully
restarted until it has first been stopped and then started.
Issuing a restart command from either wsadmin or the
administrative console will stop the server, but it will fail
to start it back up.

* RECOMMENDATION:  Before attempting a server restart, first   *
*                  stop the server and then start it.          *
****************************************************************
Performing a server restart on a running migrated server will
fail. During the restart operation, the server will stop
successfully, but it will fail to start back up. The reason it
fails to start back up is because the server ports were
changed during the migration. Once the server stops, it is not
possible to start it on the same ports.

Problem conclusion

A message has been added to the administrative console to
prevent a server restart operation on a server that has just
been migrated. Once the server has been first stopped and then
restarted, a server restart operation is permitted.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1.  Please refer to the Recommended Updates
