No install button is displayed on the administrative console
unless you have cell administrator or deployer authority.

* PROBLEM DESCRIPTION: Only cell administrator is allowed to   *
*                      install Enterprise applications.        *

Server administrators should be allowed to install an enterprise
application using the administrative console. Only the cell
administrator, deployer and configurator roles are allowed.

Problem conclusion

If you have administrator, deployer or configurator role for
any server, you will be allowed to try to install an
application. The modules must be mapped to servers that you have
permissions for.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1.  Please refer to the Recommended Updates
