Error description
ClassLoader.getResource is missing a checkPermission call. Inactive application editions can be started. Thin client application installs through an MBean result in a NoSuchMethodError. ClassNotFoundException while starting the application server when IBM Tivoli Access Manager is configured. retrieveSigners results in an InvocationTargetException.

Problem conclusion
The server binary metadata was updated, the thin client was updated, and checks were added to ClassLoader.getResources and the application start logic. The fix for this APAR is currently targeted for inclusion in fixpack 7.0.0.1.
