Error description

This addresses the occurrence of some null pointer exceptions,
the handling of some error case exceptions and the correcting
of information displayed in messages.

(1) A client acquired via Web Services Metadata Exchange
performed an invocation but threw a NullPointerException. The
Provider had a Policy Set attached. Acquire via Web Services
Metadata Exchange does not work when an EndPointReference is
used on the client.

(2) Error messages logged from a Security Policy transformation
are displayed only in English. The Security Policy
transformation error message strings are generated in English
language only.

(3) A NullPointerException is thrown from WSPolicyProcessImpl
while attempting to generate Quality Of Service properties.
This NullPointerException is thrown as the result of an
empty PolicySet being attached.

(4) When a client setup with Web Services - Policy (WS-Policy)
failed, it generated an error message that was not informative.
It indicated that the client could not recognize an assertion
in the WSDL of the service provider, but did not indicate the
identity of the assertion in question. When Policy is
expressed via a PolicyReference the WS-Policy implementation
of PolicyReference does not work as intended for the
extraction of unsupported Assertions. Summary methods are
attempting to list the assertions contained within the
PolicyReference itself, of which there are none.

(5) A Web Service Transaction using a Web Services Policy fails
due to an intersection failure when using Web Services Atomic
Transaction over JAX-WS when calling .NET services.
Web Service Transaction policy is calculated as optional due
to an error in the Web Services Policy cache. It should have
been calculated as mandatory.

Problem conclusion

(1) Prevented the occurrence of the NullPointerException by
correcting the initialization the WSDL address, which should be
retrieved from the EndPointReference that is present.

(2) Provided National Language Support for error messages
generated from Security Policy transformations.

(3) Implemented checks to prevent processes from being run
against empty PolicySets.

(4) Changed the implementation of summary methods such that
they are correctly accessing the contained Policy rather than
the PolicyReference.

(5) Removed the caching functionality that was causing the
problem in the AssertionCombinations class.

The fix for this APAR is currently targeted for inclusion in
