Further investigation finds a related SQL error:

The symptom will be seen on Derby environments which include
Derby-1652.

Problem conclusion

A syntax check has been added in UDDI which avoids the problem.

A related fix to the inserts for fault message E_fatalError has
been included.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1.  Please refer to the Recommended Updates
