handling and parsing an empty display name correctly.

When the parser encountered the opening parenthesis in a
SIP message, it scanned for the closing parenthesis, starting
2 characters past the opening parenthesis, assuming there is
at least 1 character in between. This assumption was wrong.
The problem caused the servlet to see a different display name
than the one received when the message arrived.

Problem conclusion

The problem is fixed in the SIP parser, by allowing an empty
quoted string.

The fix for this APAR is currently targeted for inclusion in
fixpack 6.1.0.23 and 7.0.0.1.  Please refer to the
