Error description

The Session Initiation Protocol (SIP) Proxy is not following
the standard when it parses a SIP message.  If the value of
the Content-Length header is greater than the number of bytes
in the message body, we should reject the packet.   Currently,
we are passing it onto the container.

Also, we aren't properly parsing the message if the
Content-Length header does not exist.

If you are sending SIP messages (via UDP) to the proxy with an
invalid or missing Content-Length header, you will need this
fixpack.

Problem conclusion

When the Content-Length header is greater than the number of
bytes in the message body, the proxy will respond with an
error.

If a SIP message does not contain a Content-Length header, the
message will still be processed.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1.  Please refer to the Recommended Updates
