Error description

One of the following errors will occur if
AppManagement.updateApplication is performing on a JAX-WS
application which has a policy set attachment at the
operation :
     1, An application has policy set attachment with no
binding assigned with it yet, a null pointer exception is
being thrown from PolicySetAttachmentProcessor.class.
     2, An application has both the policyset attachment and
binding, the policy set attachment on operation level will be
deleted.

During a JAX-WS application update, when the ear has a policy
set attachment at operation level, either a
NullPointerException can occur if there is no binding or the
operation attachment will be deleted after the application
update.

Problem conclusion

In PolicySetAttachmentInstallTask, the logic in
getOperationHelpers() was not correctly associating the
attached resource name.

Another loop was added to iterate "oplist" so that we can get
the String in the list and compare it with the attached
resource name.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1 and the next Feature Pack for Web Services
fixpack (6.1.0.23). Please refer to the Recommended Updates
