With the release of version 7, class loading has
been changed. Classes that were previously loaded from the
bootstrap classloader are now loaded from descendant
classloaders.  Some support classes were still referenced in
the control region and server region classpath in
variables.xml and as such were still loaded from the bootstrap
classloader. These classes could throw a NoClassDefFoundError
when they referenced a class that had been moved to a lower
classloader.

Problem conclusion

Support jars which should be loaded from plugins in version 7
were removed from the control region and server region
claspath definitions in all variable.xml template files.

APAR PK73014 is currently targeted for inclusion in
Service Level (Fix Pack) 7.0.0.1 of WebSphere Application
Server V7.0 for z/OS.
