The data structure that was used to manage these elements did
not preserve their original order.

Problem conclusion

This issue was fixed by using a data structure that preserves
the order defined in web.xml

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.3.  Please refer to the Recommended Updates
