Error description

A recent change in Application Server requires that
System.out.print and System.err.print commands are handled
differently than in the past.  These are specifically routed
only to the console handlers.  To do this, the code retrieves
the root logger and finds the appropriate handlers each time.
Retrieving the root logger with the Logger.getLogger call has
the rare potential for deadlocks.

*                      fixed a recursive loop caused a rare    *
*                      startup deadlock potential.             *

* RECOMMENDATION:  Apply the fix or reduce System level        *
*                  logging at startup.                         *
****************************************************************
A deadlock on startup can occur rarely in current releases of
WebSphere Application Server V6.02, V6.1, and V7.0 when large
volumes of System.out and System.err logging are done.  This
is caused by recent work in the RAS component to fix a
recursive loop.

Problem conclusion

By cacheing the reference to the root logger, the deadlock
issue has been resolved without backing out the code that
resolves the issue of the recursive loop.  This fix should
avoid startup deadlocks and possibly deadlocks later on
involving WrappingFileOutputStreeam.

The fix for this APAR is currently targeted for inclusion in
fixpacks for 6.0.2.33, 6.1.0.23, and 7.0.0.3.  Please refer to
