Error description

In the WebSphere Application Server Administrative Console,
choose to create a new JDBC provider by following one of these
steps:

-Navigate to Resource > JDBC > JDBC providers and click new.
-Navigate to Resource > JDBC > Data sources and click new. On
step 2, choose 'Create new provider'.

Regardless of which way you try to create the JDBC provider,
you get the following error and cannot proceed: No resource
found with name <the scope of your resource>.

The JDBC provider creation wizards are failing because the
scope contains characters that get incorrectly encoded when
passed between the client and server via a URL request
parameter.

The problem was initially reported when trying to create a JDBC
provider at a scope that contained Turkish characters.
However, we do believe this could be a problem in other
languages as well.

Problem conclusion

To solve the problem, we will no longer pass the scope
between the client and server via a URL request parameter.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1.  Please refer to the Recommended Updates
page for delivery information:
