Error description

Exception unavailableOperation is thrown in FFDC because a
registration of a Data Collector involved an object with a
toString method that threw an exception.  This was not handled
correctly in the infrastructure

*                      DataCollectors had broken toString      *
*                      methods.                                *

* RECOMMENDATION:  Apply a fixpack containing this fix         *

Trace statements were added to a class involved in the
registration of Data Collectors.  These statements implicitly
drove the toString method of the DataCollector (which
generally is handled by the Object class at the root of the
class hierarchy).  In this specific test case, a purposefully
broken toString method was used and it caused issues.

Problem conclusion

By putting traceGuards around the statements, now this would
only occur if a FINEST trace was on.  Additionally, we catch
exceptions thrown by the toSring method and use
Class.getName() instead of toString where the toString is
broken.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.3.  Please refer to the Recommended Updates
