Error description

If the broker queue manager property of a WebSphere MQ Topic
Connection Factory (TCF) is not set when it is defined in
WebSphere Application Server for z/OS, a JMSException is
thrown when the server is restarted:
javax.jms.JMSException: Broker Queue Manager value was null.

The failure occurs when the TCF is being bound into JNDI and
it indicates that the TCF is not bound into JNDI.

Although you can leave the broker queue manager setting of a
WebSphere MQ Topic Connection Factory blank, it causes a
JMSException to be thrown when using WebSphere Application
Server for z/OS.

When WebSphere MQ is being used to perform
publish/subscribe messaging,leaving the setting blank means
that the WebSphere MQ queue manager that is being connected to
is responsible for performing the publish/subscribe messaging.

When WebSphere Message Broker is being used to
perform publish/subscribe messaging, leaving the setting blank
means that the WebSphere MQ queue manager that is being
connected to is also the message broker, or can connect to it.

Note, this problem only exist in WebSphere Application
Server for z/OS.

Problem conclusion

The fix for this APAR removes the code that throws a
JMSException if the broker queue manager property is not set.

The fix for this APAR is currently targeted for inclusion in
fixpack 6.0.2.35, 6.1.0.23 and 7.0.0.5.  Please refer to the
