Inconsistent search result from getJobTargetHistory command when
using startTime and endingTime option.

*                      getJobTargetHistory command, results    *
*                      sometimes exclude startingTime.         *

When using the startingTime and endingTime parameters
of the getJobTargetHistory command, the expected results
are not always received.  The results vary based on the
timestamp provided in the parameters.

The startingTime should always be included in the result set
but inconsistently, it is excluded.  The startingTime
parameter should return all the records starting with that
time specified.

The endingTime parameter should return all the records ending
with and not including the time specified but inconsistently,
the endingTime is included in the result set even though it
should not.

The startingTime and endingTime parameters are now
consistently used with the getJobTargetHistory command.

Problem conclusion

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.1.  Please refer to the Recommended Updates
