Error description

Whenever a statistics update is called on the messaging engine
while the messaging engine is stopped, a NullPointerException
occurs.

The stack trace is as follows:
java.lang.NullPointerException
at com.ibm.ws.sib.msgstore.persistence.objectManager.
                   PersistentMessageStoreImpl.requestStatUpdate(
                           PersistentMessageStoreImpl.java:1701)
at com.ibm.ws.sib.msgstore.pmi.MSInstrumentation.

Problem summary

When the messaging engine is stopped some components that
obtain the statistics are not available and this causes the
NullPointerException error to be been thrown. This error only
occurs when a filestore is been used and the messaging engine
has been stopped.

Problem conclusion

The code now prevents a stats update request call occurring
while the messaging engine is stopped.

The fix for this APAR is currently targeted for inclusion in
fixpack 6.1.0.23 and 7.0.0.5.  Please refer to the Recommended
