Error description

Java.lang.IllegalArgumentException: Provider is null or empty
string error when running convertSelfSignedCertificateToChained
after a migration.   The problem is when migration process
creates keystore objects in the security.xml file it fails to
fill in the "provider" attribute in the newly created object.
The convertSelfSignedCertificateToChained task fails due to a
null provider value.  The convertSelfSignedCertificatesToChained
task can figure out the provider based on the type of the
keystore it is using so the task should fill in a provider if
one is missing.

command fails with an
IllegalArgumentException because a provider is not added to
the migrated keystore object.

Problem conclusion

Fill in the default provider when the one is not provided.
