  If the user has defined On Demand Router clusters, they will
  be displayed in the proxy cluster panel on the Administrative
  Console. The On Demand Router clusters should not be seen on
  this screen.
  

Problem conclusion

• The console was updated so that On Demand Router clusters will
  no longer be displayed on the proxy cluster panel. Instead,
  they will only be displayed on the On Demand Router cluster
  panels.
  
  The fix for this APAR is currently targeted for inclusion in
  fixpack 7.0.0.3.  Please refer to the Recommended Updates
