Error description

In WebSphere Application Server 6.0.2, clients making outbound
ORB calls to physical servers that are completely down time out
at the OS TCP timeout interval, not the ORB ConnectTimeout
value.  For non-SSL situations, these connections time out
properly with the setting specified in the ORB ConnectTimeout
property.

Symptoms include client connections taking much longer to fail
when the remote server is down vs. the remote server being up
and just having the target AppServer stopped.

Local fix

Disable Global Security to remove the need for SSL or lower the
OS TCP timeout

When an SSL connection is used for an ORB outbound connection,
if a connection is not established successfully, the connection
request does not time out within the time specified by the
COM.IBM.CORBA.CONNECTTIMEOUT property value.

Problem conclusion

Code is changed to honor the COM.IBM.CORBA.CONNECTIMEOUT value
when an ORB outbound request is using an SSL connection.

The fix for this APAR is currently targeted for inclusion in
fix packs v6.0.2.35, v6.1.0.25, v7.0.0.5.  Please refer to the
