Error description

Threading issue in EncodingUtils class.  All method calls during
initialization should be synchronized to prevent simultaneous
table access.

A trace will show that the problem occurs when a specific
OutputStreamWriter is used during the initialization of the
server. When multiple EncodingUtils calls are executed
simultaneously during initialization, the converter properties
of the first request are handled correctly and the encoding for
the first request becomes, for example, Cp943C.
However, the encoding for the 2nd request becomes SJIS because
EncodingUtils does not handle converter properties correctly.

There is a potential threading issue in the WebContainer when
converting a charset to an encoding. This is because when a
first thread is initializing a map of charsets to encodings
there is a small window in which other threads can use the map
before the initialization is completed. As a result, the other
threads can obtain an incorrect encoding. Once the first thread
has completed the map the problem will disappear.

Problem conclusion

The WebContainer has been modified to close the timing window.
As a result no charset to encoding conversions will be
attempted until the charsets to encodings map is completed.

The fix for this APAR is currently targeted for inclusion in
fixpacks 6.1.0.25 and 7.0.0.5.  Please refer to the Recommended
