Error description

Concurrent configuration changes to WebSphere Application
Server are typically made by WebSphere Process Server, but can
also be made when running scripted configuration changes
concurrently.  These concurrent changes can cause the following
error message in an FFDC:

CWSID0032W: An inconsistency in the WCCM document
sib-engines.xml was detected, for the message point <message
point>

com.ibm.ws.sib.admin.SIBExceptionDestinationNotFound:
<destination>

Subsequently, the following error might be displayed in
SystemOut:

com.ibm.websphere.sib.exception.SIErrorException:
CWSIP0006E: An internal destination configuration error
occurred to destination <destination>

These errors make the destination unaccessible from the
application.

* PROBLEM DESCRIPTION: The problem is caused by concurrent     *
*                      configuration changes of messaging      *
*                      resources that result in multiple       *
*                      asynchronous configuration              *
*                      change events. If the processing of     *
*                      the events is out of sequence a         *
*                      an error might occur.                   *

* RECOMMENDATION:                                              *

To resolve this the SIB dynamic config change listener will
now tolerate finding a SIBLocalizationPoint for which the
associated SIBDestination exists in the newly updated
sib-destinations.xml, but has not been processed yet.
It will then sucessfully be processed in the second change
event.

This will only effect the creation of the SIBus Destination
and no other resource.

Problem conclusion

The fix for this APAR is currently targeted for inclusion in
fixpack 6.1.0.23 and 7.0.0.5.  Please refer to the Recommended
