Error description
This problem appears to be that a servlet makes a cross context call to another servlet in a different application while the different application is in the process of being stopped. Then as a result, the called servlet throws an unavailable exception which the calling servlet does not handle. Now, because the calling servlet doesn't handle the unavailable exception, the webcontainer thinks it comes from the calling servlet, and it is destroyed also.

However, if the servlet does not catch and process the exception the WebContainer will do so and, as a result, will also mark the servlet as unavailable.
Problem conclusion
The WebContainer has been modified to throw a wrapped UnavailableException when a dispatched resource is unavailable such that it can recognize the exception as one from a dispatched resource. As a result, if the WebContainer catches such an exception when processing a servlet the WebContainer can determine whether the exception was thrown by the servlet or a dispatched resource, and if it is determined to be a dispatched resource the servlet is not marked as unavailable. To enable the new behavior provided by this apar the WebContainer custom property com.ibm.ws.webcontainer.discernUnavailableServlet must be set true (default = false).
