Error description

Proxy junction rewrite filter screens responses even though no
rewrite rule is defined.  The problem is caused by an incorrect
internal flag.

The following exception will be logged:

PROX0057W: The URL /foo/index.html from is improperly
formatted and can not be parsed.

Proxy junction rewrite filter screens all responses even though
no rewrite rule is defined. This problem is caused by an
incorrect Boolean flag, which indicates whether a rewrite rule
is defined.

Problem conclusion

The incorrect Boolean flag is set to false if no rewrite rule
is defined. The junction rewrite filter will skip screening
each response if no rewrite rule is defined.

The fix for this APAR is currently targeted for inclusion in
fixpacks 6.1.0.23 and 7.1.0.3.  Please refer to the Recommended
