  The configuration arrays in the deployment configuration of
  the Web Services Binding component indicated that all URIs are
  read only.  Additionally, the save action for the
  administrative console was non-functional.
  

Problem conclusion

• Changed the Web Services Binding URI status to mutable for SCA
  references, and corrected functionality for saving composite
  configuration changes.
