Error description

When a multi-part Web Services Description Language (WSDL) is
annotated, only the root Definition including annotation is
returned by the ?wsdl request for the root document.
Subsequent requests for imported documents return the
un-annotated WSDL from the disk.

Furthermore, Policy References in the imported documents use
local references to refer to Policies which are currently
published in the root (that is, they are not local at all).
Policies should be declared in the same WSDL document
they are referenced from.

Also, on the client side, when reading multipart WSDLs, the
client does not handle redirects correctly - any relative
imports are related to the original URI, not the redirected
URI - that is incorrect.

1. When multi-part WSDL is annotated, only the root definition

request for the root document.  Subsequent requests for
imported documents return the un-annotated WSDL from the disk.
2. Web Services Reliable Messaging ( Ws-RM ) policy is not
working in a cluster environment. When the client invokes the
provider, the following error is displayed:

javax.xml.ws.WebServiceException: CWPOL9999E: The WS-Policy
function that is requested for service
StockCheckService.StockCheckService is not supported because
of an internal error java.lang.IllegalStateException:
CWSKA0356E: A clustered environment must use a
WS-ReliableMessaging managed persistent or managed
non-persistent quality of service..

Problem conclusion

1. The WS-Policy Service has been changed to ensure that
multi-part wsdl documents are correctly annotated.
2. The WS-Policy Service has been changed to ensure that the
WS-RM policy annotations are correctly handled in a clustered
environment.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.3.  Please refer to the Recommended Updates
