Error description

The dmgr fails to start with msg C9C25808. The problem is
that server.policy in the 700 cell contains syntax errors.
There is an extra open bracket on one or more lines in the
server.policy file.

When migrating WebSphere Application Server with Extended
Deployment installed, the server.policy file will be parsed
incorrectly and an extra curly bracket will be added to the
line causing a syntax error.  The server in question will then
fail to start.

Problem conclusion

The server.policy file is now parsed correctly and will remove
the extra curly bracket.
The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.3.  Please refer to the Recommended Updates
