Error description

When performing test connection on an empty cluster, the
Administrative Console displays a blank screen.  There were no
warning or error messages logged in the SystemOut.log.

The problem was observed in WebSphere Application Server
v6.1.0.15, but may occur in other releases.

If you perform a test connection on a resource that is cluster
scoped, the administrative comsole will not display any
results if the cluster does not have any cluster members.
A cluster without members is called an empty cluster.  A test
connection performed on an empty cluster does not run any
tests because there are no physical nodes to run a test on.

Problem conclusion

To prevent user confusion an error message will be posted if
you attempt a test connection on an empty cluster.

The fix for this APAR is currently targeted for inclusion in
fix pack 6.1.0.25 and 7.0.0.5.  Please refer to the Recommended
