Some users require the ability to override the WS-Addressing
action header of SOAP messages. However, as response messages
have no SOAP action defined, attempts to override the
WS-Addressing action header on response messages can result in
a detected mismatch between the two headers and an error is
then generated as a result; this error checking is too
restrictive for the response flow.

Problem conclusion

The WS-Addressing runtime code will be changed to allow JAX-WS
applications to override the WS-Addressing Action header on
response messages.

The fix for this APAR is currently targeted for inclusion in
fixpacks 6.1.0.25 and 7.0.0.5.  Please refer to the
