Error description

Proxy actions link displays a blank page.  No errors are seen:

Recreation steps:
1.) create a websphere proxy cluster in the administrative
console (Servers/Clusters/Proxy server clusters/New) and
create a clustermember

2.) select the created proxy cluster and select "Proxy Virtual
Host Configuration/Proxy actions"
You will get a blank page.

results in a blank page due to a broken link.

Problem conclusion

Code changes have been made to fix the broken link and display
the panel properly.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.5.  Please refer to the Recommended Updates
