Error description

Environment: IBM WebSphere Application Server Network
Deployment edition V6.0.2.17.
During and after deployments, it takes a long time (5 minutes or
longer) to access the jndi references of applications using the
 Administrative Console, that is navigating administrative
console pages (not the binding of JNDI resources in the
namespaces). When installing an application, the slow response
from the administrative console occurs even before application
start up; once installed, when selecting "Map resource
references to resources", it takes up to and sometimes over 5
minutes for the next screen to display the jndi names (data
resources).

Traces show that time is being spent in
com.ibm.websphere.management.application.client.ResourceValidati
onHelper
The console has a ResourceValidationHelper method that calls
application management's resource validation helper.

This trace shows one resource being validated in about 16
seconsds, but
com.ibm.websphere.management.application.client.ResourceValidati
onHelper is called about 15 times.

ResourceValidationHelper initialization should happen only
during a deployment, however it is happening multiple times.
The caller of ResourceValidationHelper initialization is
AdminConsole code. Initialization is being done where it does
not need to be; L3 will address the problem with
initialization, which will improve response time and
performance for this panel.

The intialization of the resource validation code was being
done for every resource type when the Resource References link
was selected.

Problem conclusion

The initialization code for resource validation now runs only
when the application is loaded.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.0.2.35, 6.1.0.25, 7.0.0.5.  Please refer to the
