Error description

Numerous DCSV1151W "Removing member xxxxxxx because its outgoing
messaging rate is too high" messages are written to the
SystemOut.log

* PROBLEM DESCRIPTION: DCSV1151 messages are logged,           *
*                      indicating that a buffer overflow       *
*                      condition has been detected.            *

* RECOMMENDATION:                                              *
****************************************************************
Network messages are received by the (RMM) transport layer and
placed on delivery queues for delivery to receivers in the DCS
layer. When the message is placed on the queue, the buffer
count is increased by the size of the message. When the
message is delivered, the buffer count is decreased by the
message size.

If the receiver terminates before the queued message is
delivered, the message is removed from the queue and
discarded, but the buffer count is not updated properly. With
enough time, this leads to detecting a buffer overflow that
does not exist.

Problem conclusion

Properly update the buffer counter when undeliverable messages
are removed from the delivery queues.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.25 and 7.0.0.5.  Please refer to the Recommended
