Error description

The application is requesting to send out a request with a
request-URI that contains a "sip" scheme and a TLS transport
parameter. For example:

INVITE sip:alice@atlanta.com;transport=tls

The request is sent out over TCP instead of TLS.

The SIP container converts the transport parameter from "tls"
to "tcp" before sending out the message. This is necessary for
compliance with RFC 3261. However, this conversion must be
done after determining the message target. The bug is in
converting the transport parameter before determining the
target. This caused the code that calculates the target to
return a TCP endpoint instead of TLS.

Problem conclusion

The bug is fixed in the Session Initiation Protocol (SIP)
container. The container now sends a request that was created
with transport=tls in the URI, over TLS.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.3.  Please refer to the Recommended Updates
