Error description

XMLInputFactoryImpl$XMLStreamReaderProxy. getCharacterEncodingScheme(XMLInputFactoryImpl.java:353)

Problem conclusion
This limitation is removed. The filtered XMLStreamReader will now tolerate filtered streams that do not start with a StAX START_DOCUMENT event. The fix for this APAR is currently targeted for inclusion in fixpack 7.0.0.3.
