Error description

There is a timing window in the Workload Management (WLM) code
in which a Cluster MBean for a single cluster may attempt to
be initialized two or more times. This causes multiple
instances of the MBean when there should only be one instance,
which in turn can cause problems propagating the right cluster
data around. You would see the following warning printed to
the logs:

WWLM0052W: Unable to activate the CLUSTER_NAME Cluster MBean.
com.ibm.websphere.management.exception.AdminException:
ADMN0005E: The service is unable to activate MBean: type
Cluster, collaborator

Known symptoms include an inability to start the cluster.

Problem conclusion

This APAR addresses the issue with a code rewrite to ensure
that only a single instance of the ClusterMBean can be created,
avoiding the potential issues of having multiple Cluster Mbeans
attempting to control the same cluster.

The fix for this APAR is currently targeted for inclusion in
fix pacsk 6.0.2.35, 6.1.0.25, 7.0.0.5.  Please refer to the
