Error description

When the connection attempt fails quickly, the code that
handles the shutdown of the socket accesses an object that
has not been created yet .

If an outbound TCP connection to a client fails quickly, the
proxy will never attempt a connection to the client again.
This is a timing problem such that the connection fails before
the routing information is entered into the routing tables.
The cleanup of the routing tables occurs before the
information is added to the tables.  At a later time, the
routing information is added, but never removed.  This
problem is very similar to PK78434.  This can cause
inconsistent test results. If there are network problems or
just a client application that is not running when a connection
is attempted, this problem could occur. You will have to
restart the SIP Proxy to fix the problem.

Problem conclusion

The problem has been fixed. After an outbound TCP connection
fails, the connection state is checked before adding the
routing information to the routing tables.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.5.  Please refer to the Recommended Updates
