Error description

Getting error 500 under following panel when clicked
new button.

Global security > Administrative authentication > LTPA > Key
set groups > New

Manages groups of public, private, and shared keys that enable
the application server to control multiple sets of Lightweight
Third Party Authentication (LTPA) keys.

*                      set groups after Administrative         *

Following the console path Security - Global security -
Administrative authentication - LTPA - Key set groups - New
causes a NullPointerException. Key set groups can successfully
be configure by using the console path Security - SSL
certificate and key management - Key set groups

Problem conclusion

The problem is the Administrative authentication panel sets
the management scope to "all" which is not valid. The fix is
for the LTPA panel to set the management scope to cell.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.3.  Please refer to the Recommended Updates
