Error description
The scenario for this failure is that the client has no policy set (and doesn't use provider policy) - and no APIs are used to turn addressing on. It sends the Message without WS-Addressing as expected. The provider is configured with OPTIONAL Asynchronous only - it REJECTS the request since it expects WS-Addressing to be on.

Problem conclusion
The Addressing service has been changed to ensure that it will process messages correctly under the preceeding circumstances. The fix for this APAR is currently targeted for inclusion in fixpack 7.0.0.3.
