Error description
The following DCS message may be logged continously which will be an indication of view instability... DCSV8030I: DCS Stack {0} at Member {1}: Failed to join or establish a view with member {2}. The reason is not all members are connected.

Problem summary
**************************************************************** * USERS AFFECTED: All users of IBM WebSphere Application * * Server V6.1 and V7.0 Network Deployment * * edition * **************************************************************** * PROBLEM DESCRIPTION: DCSV8030 messages with a reason code * * of "Not all members are connected" * * are continuously logged. * **************************************************************** * RECOMMENDATION: * **************************************************************** Under unusual conditions, existing network connections can be dropped and attempts to re-establish them are unsuccessful. Delivery of connection-related notifications such as connection opened or connection closed from the underlying TCP stack to the users of the Java Sockets do not occur in expected order. This leads to a failure in the connection recovery algorithms. Dropped connections are not re-opened properly.
Problem conclusion
Enhanced the error recovery algorithms to tolerate unexpected orderings in event delivery and to recover the connections properly. The fix for this APAR is currently targeted for inclusion in fix packs 6.1.0.25 and 7.0.0.5.
